With the development of Radio and Television Broadcasting Technology and the increasement in demand of users, the existing one-way Cable TV networks must update to bilateral network to satisfy the requirements for interactive services, which is also the requirement of triple play. Through in-depth study on working principles and applicable conditions of several basic models in two-way network transfomation, and combing current situation of China's CATV networks, EPON+EoC plan is selected as the most suitable solution, here EoC is active, low frequency and based on HomePlug AV technique.The overall system solutions of EoC system is designed, including the architecture of both hardware and software as well as the data flow. The design and implementation of management system is emphasized, including the functional modules of resource monitoring, environment configuration, and network port configuration, etc. The management system at central office is in charge of listening and analyzing the network administrator's request, calling the corresponding function modules to process, and sending back the result to network administrator. The management system is able to manage the performances, faults, and configurations at central office efficiently thanks to the use of thread pool and binary heap technique.Traditional television networks is lack of unified management, operation and maintenance platform. The system is based on embedded software technology, with comprehensive management capabilities, as well as good portability and scalability. Research and works in this paper not only has practical value, but also provide a certain reference value for research on management and control for EPON+EoC networks.
