Jinzhou port is an important port in Bohai sea surrounding area, and also is a main transfer base of oil, grain, mine and coal in northeast China. Its unique port location, perfect service, standard port system and well developing tendency make it become the most open, and attractive port with the most investment value. And its fuel and radiated function are more and more obvious. With the expedition of business, distributing the berths only by human can not meet demand any longer, which is seriously affected the port throughputs prediction and the cost estimate. In order to realize real-time scheduling the port resource, reduce human input and the rate of malfunction, also to increase the whole port's operating efficiency, the port badly needs an intelligent port berthing system to assist the controller to distribute the port berth fast, high efficiently and rationally. It is for this reason that we decide to develop this system.The practical value of this system is that it uses the computer to replace manually operating way. By distributing the port berth to the ships rationally and selecting the suitable berthing order, it makes cost of all arrived ships least in a given time so that to increase operational efficiency of the port and attract more ships to link. It can distribute the berths high efficiently. Meanwhile, this system also use EJB assemblies on the J2EE platform, and make the most of its expandability, can realize its high stability, high suitability and better portability.This thesis mainly introduced the basic structure and design idea of berthing system. It elaborated the berthing system's newest technology also the way and procedure of making this system, studied MVC technology,EJB technology, and also use iBatis technology to realize O-R Mapping mechanism. Also it studied architecture which should be adopted for developing the large applications. According to the actual need,we have done an all-side demand analysis and function analysis of making berthing plan and information maintenance. According to the result, we designed the structure and module function of the whole system, and given several module function's processing design, interface design. At last, the thesis narratived the implementation of the design proposal in details.
