With the rapid development and application of cloud computing, as the top-level of the cloud computing service architecture, SaaS (Software as a Service) has become a widely used method of software services, and SaaS application services are used by more and more users.SaaS (Software as a Service) is a mode of providing application services through the Internet. According to their actual demand, customers can order and access the required software services provided by SaaS providers via Internet. SaaS mode has changed the operation and delivery mode of software, and eliminated the enormous costs of small and medium enterprises to buy, build and maintenance infrastructure and application.The medical insurance system is the whole organism of all sides, all kinds of elements’ mutual effect and correlative dependence generated from encircling the need and supply of medical treatment and the course of medical cost’s raising, management and paying. And it keeps medical insurance activity’s normal operation.Traditional medical insurance system is mainly based on Browser/Server mode. Firstly, through the analysis and design of medical insurance system and the implementation of some functional modules, we have had a full understanding of the medical insurance system. On the basis, combined with Windows Azure Platform of Microsoft, we made exploratory research. Finally, we implemented some modules of the medical insurance system on the Windows Azure Platform.Under the laboratory’s current conditions, we set up their test environment, and had quantitative tests on system performance. According to test results, we indicated the user they apply to.
