Design And Realization Of Regional Medical Management In Medical Insurance System

With China’s medical insurance system reform continuously, the traditional management idea, management mode and management means have been difficult to adapt to the needs of the deve-lopment of medical treatment insurance. In order to improve the medical insurance service quality, meet the needs of people participating in insurance, realize the unified management of medical treatment as a whole and remote medical settlement, labor and social security departments all over the country transform the labor and social security business management system, realize regional medical treatment as a whole management system and adapt to the medical insurance reform need.This paper briefly shows that China’s regional medical treatment as a whole management present situation and the problems, research and analysis regional medical treatment as a whole management system’s construction purpose and significance, introduces the system’s related technology, has been designed and realized regional medical treatment as a whole management system based on SSI (Struts2+Spring+IBATIS) multilayer J2EE framework. The design implementation of the given project described by this paper, not only can satisfy the management requirement of Chinese medical insurance regional medical treatment as a whole management under the new situation, but also conforms to the development trend and deepen the reform need of our country regional medical treatment management plan as a whole. The paper studies respectively from the business model of regional medical treatment as a whole and information software platform construction plan design.First, this article analyses some key business of regional medical treatment as a whole, and analyses the key problems of regional medical treatment as a whole needs to solve, combining with China’s regional medical treatment as a whole policy and characteristic of business management mode and business process, with the application of software engineering technology and UML object modeling tool, designs the regional medical treatment as a whole management business architecture and business functions process model. It analyses thoroughly through the actual project on social security institution butt, online transaction processing, different ground settlement, social security card application and so on in the author’s department, puts forward system architecture based on the social security core platform of medical method insurance regional medical treatment as a whole, and completes the design of system function application.Second, this article proposes system solutions of regional medical treatment as a whole management based on SSI (Struts2+Spring+IBATIS) J2EE multilayer system framework, in order to realizing policy unified management, social security institution butt management, on-line transaction management, social security card management and remote medical treatment and settlement management of regional medical treatment as a whole management. It improves the medical insurance fund risk resistance capacity, meet people’s requirements of treatment as a whole who participate in insurance, improve the workers and residents’medical security level who participate in insurance, narrow regional gap and realize the purpose of the participate protect policy unity, treatment standard unified, medical management unity, information management unity, fund management unity and organization of management mode unity through the cross area to social security organization butt, data sharing and exchange, business process integration. It realizes system design using the object-oriented analysis and design method.This article study is based on the current system of medical insurance and regulations, combined with the reality of the situation of regional medical treatment as a whole around the information construction, fully considering the current regional medical treatment plan as a whole to city as the core, up longitudinal even provincial, downward covering the county as a whole management mode, designed a whole management system of area medical treatment, cross area to online trading based on our country social insurance core platform, and it is successfully applied in the medical insurance management. Its business model design and system design architecture ideas have application value for other industry, especially the social insurance industry.
