With the recent rapid development in Tianjin, the large-scale municipal constructions have resulted in the challenge of finding grid transmission lines, leading to an increase in the difficulty of inspectors' work and their working hours. In addition, the out-of-date inspection approach and method not only make it difficult to achieve 100% inspection, but also bring potential risks to the operation of the grid. The advent of the portable transmission line inspection system is of great help to achieve 100% inspection and improve the quality of inspection. The GPS module on the portable inspection system makes the inspection more accurate, safer and more scientific. With the system activated, the location of the inspectors, the route they follow and the status of the equipment inspected will be known to the backstage managers, hence it is impossible for the inspectors to slack off and the quality of inspection will be guaranteed. Additionally, the inspection system will record the status of inspection(such as whether any dangers, external harm or other incidents occur), which will be transferred to the backstage managers in time to address. Also, the digital management helps to promote a “low-carbon and environmentally friendly” type of inspection; by abolishing the paper tickets, the inspection cost is reduced. It could be regarded as a way to make the inspection genuinely “low-carbon” and “environmentally friendly”.The portable inspection system, developed on the basis of the B/S structure and surrounding the axis of the procedure of transmission line inspection, is a backstage management system that integrates line management, inspection record management and statistics monitoring functions and a portable terminal system which involves inspection route display, inspection status records and GPS location functions. The development is guided by the design concepts of stability, advancedness, practicality and accessibility. With the MVC design model, technologies such as DAO, C# and Hibernate, the tools of Visual Studio, MySQL, Apache and EditPlus, and the platforms of Windows XP and Android, all expected functions are achieved and the system runs smoothly and easily. This essay, in accordance with the software engineering requirements, gives a comprehensive and detailed description to the design ideas, the realization of modules, the main technologies and tools and other relevant issues.
