| With the increase of various transport vehicles, as well as people travel more, it makes the pressure of traffic increasing. In order to improve the traffic performance of highway network, on the one hand, we need to invest in transport infrastructure, such as transform the road network, widen roads, develop additional hardware and so on, but on the other hand, there is more needs to use scientific management methods to improve the overall road traffic management efficiency.New Electronic Toll Collection System (ETC) is an effective solution to solve this problem. Compared to traditional manual and semi-automatic toll collection system, ETC system can effectively improve the charging efficiency and highway traffic efficiency. The settlement system is the most important part of ETC toll settlement system, and hence to build a reliable, efficient and safe toll settlement system in line with China's actual conditions is very important. As in this situation, the paper focused on the design and implementation of ETC toll settlement system of highway.Firstly, the overview of development about the ETC system at home and abroad, and related technologies are described in detail. Then, we analyze and present a framework of ETC toll settlement system of highway, the settlement system in accordance with the accounting data transmission, storage, processing is divided into three functional modules - Data transmission security subsystem, database management subsystems and business data processing subsystem. Business data processing subsystem is the core part among them, including split of account, settlement and clearing operations. The paper gives design scheme of both RFID-based foreground data transmission system and SSL-based background data transmission system to ensure the safety of the system. Besides, ETC's database systems and business processing systems are also designed in details.After testing and using the system, the system splits the original vehicles export data, checks and settlement processing operates the settlement billing data accurately. The clearing operation is fair, reasonable and efficient, so all owners could their deserved proceeds. The whole highway toll settlement system is correct and reliable. |
