China is a large, but also a developing country in agriculture. Agricultural production is related to the economic and social development of China's fundamental problems. The traditional status of agricultural production are as follows:many people&little land, low utilization of land resource, low agricultural productivity, high production costs and serious environmental pollutions. So the precision agriculture is becoming the trend in development of modern agriculture, which regards the "3S"(GIS, RS, GPS) as the core. Based on the spatiality of GIS(Geographic Information System), the large scale of RS(Remote Sensing), precise positioning characteristics of GPS(Global Positioning System), precision agriculture can achieve network informationization of agricultural industry, lay the foundation for its large-scale, long-range technology and automation, which should be combined with web, wireless communication and other related integrated technologies, and depend on production and management decision-making of the Expert Decision System.The purpose of this study is to develop a field information collection and managerment system based on WebGIS with the combination of the "3S" technology, GPRS(General Packet Radio Service) technology, web and database technologies. The primary tasks include:extracting agriculture-related information on remote sensing images which has been pretreated and vectored, establishing the communications between WebGIS server and embedded mobile terminals (not involved in this study) on the basis of TCP/IP, collecting the information (include GPS data,air temperature and humidity etc.) gathered by the Zigbee wireless sensor network distributed in the fields; providing web access service for mobile terminals, expanding the data sources by means of web information extraction and GIS spatial interpolation technologies for the sake of the utility of the datum. Based on the three B/S structure, WebGIS query site was built in the system. It can realize the basic function such as map publishing, browsing, querying, positioning of monitoring points of farmland, generateing thematic layers relating to the land utilization, the distribution and change of the colleted information, the distribution of crop yields, the proportion of crop irrigation and agrometeorological data. The users can realize the farmland status, the basis of the decision for agricultural production and management, by Internet regardless time and location.Taking the Hongze-Lake Farm in Jiangsu Province as an example and considering the practical demands of the agricultural management-related personnel, the requirements and basic functions, the related technologies of the WebGIS and the basic principles and theoretical basis in the WebGIS-based field information collection system are discribed. The framework of the system, the platform for the hardware and the software are introduced in this paper. The overall interface of WebGIS is realized by designing the GIS spatial database and the identity database in detail. In closing, combined with practical experiment and operation effect, the feasibility and the prospect of the system are summarized in the paper.
