With the developing of wireless mobile network, especially the using of 3G technology, the capacity of information has been greatly increased, it provides the possibility of transmiting GPS,vedio and other vehicle information。For the convenience of wireless network, the monitoring terminal can be settled on any place that the wireless signal covered, and the host can be set on anywhere accessible to the internet to make a 24 hours monitoring. It gets out of the bound of line, and widened the field of traditional application. The H.264 vedio compression technology has the property of a higher Compression ratio and a better fault tolerance performance than last generation of MPEG4, so it can transport a vedio streaming clearly and smoothly.According to available technology and the needs of market, combining of wireless mobile technology, this article made a research on the condition and the development of vehicle monitoring system, and on the base of that made a research on the basic encoding algorithms of H.264 vedio encoding,the error control technology. Besides, the comparation of the H.264 opening source encoding model let it find out the suitable model for the vehicle environment, and it raised a proposal of vehicle monitoring terminal based on the user functional requirement.The vehicle integrated monitoring terminal is composed of two sub-module, which are vehicle signal collection sub-module and the vehicle vedio capture sub-module. The vehicle signal collection sub-module is in charge of the collection of the picture,GPS and other information of the bus, it used the PIC microcontroller as the main control unit, the CPLD to expand the serial ports to collect the pictures of multi-camera. The vehicle vedio capture sub-module is responsible for the collection and the compression of the vedio, it is on the paltform of OMAP3530 to complete the transplantation of the USB camera driver, the designing of the vedio capture software, and the transplantation of the encoder on the DSP side.Finally, an self-definition FMO (Flexible Macroblock Ordering) encoding error control method was proposed, which is on the base of the offical FMO mode. The vehicle video encoded through the 3G channel simulation, and comparing with other modes, it achieved a goal that protecting an important area to obtain a better error concealment effect and improving the overall compression ratio and coding efficiency at the same time.It is suitable for transporting on the 3G network.
