In order to improve the complaint department's work efficiency effectively and give full play of complaint department's regulatory role in military construction, building a complaint management system which is easy to use, safe, reliable, easy to manage and maintain has become a necessary requirement. Through the complaint management system, we can provide true and timely information to departments, and we can listen to the voice of the people, making it become the management information center of complaint department in the troops.The complaint system uses software engineering methods and tools for system analysis and design, which provide a online reporting and query platform and multi-faceted services for the petitioners, in addition, the system provides an effective petition process and file management platform for the troops.To achieve this goal, this paper do a research and implement the following aspects based on .NET technology:(1) Through having a detailed communication with the complaint department staff, we can fully understand the workflow of the complaint, and do the needs analysis, object-oriented system analysis and design for the system,(2) Design and implement the complaint system based on B/S, which allows users to access the system anytime and anywhere without client restrictions, thus improving system utilization.(3) The system provides a platform for the popularity of petition knowledge and petition system for the troops, any user can browse the site to see petition knowledge and petition system as long as enter the system. The system provides both anonymous and signed reporting channels for the masses, and also provides open and closed ways to deal with the feedback.(4) The system also enables the users to complain on the line, send letters to complain and visit to complain. It also be able to add, delete, modify and lend the file information in order to achieve the management functions.(5) The paper also involves discussion about the security of the complaint system, and put forward an effective information security solutions.The development of the complaint system is a achallenge to traditional ways of working, but also a major change of dealing with complaints. The promotion and application of the system can let every organs and departments of the troops deal with the complaint matters in the same platform, which also could reduce the duplication,. Improve efficiency and let the staff focus from heavy transactional work to the supervision work.
