For a long time, affected by the traditional thought of "valuing official titles", the existing problems are as follows: the enterprise staff performance appraisal are mostly single-angled and the leaders always have the final say, which not only is a waste of limited resources of enterprise but also the majority of the staff's working enthusiasm greatly affected and not fully aroused. In recent years, with the development of society, Multi-dimensional assessment has been gradually introduced, but the corresponding technical means are often difficult to adapt to multiple perspectives, dense frequency assessment management requirements, meanwhile the rapid development of information technology has provided a more robust support for it. In view of the enterprises'three-dimensional appraisal system, using new information technology, designing and developing the staff performance appraisal system with stronger ability of adapting, this article attempts to solve the common problems which are prevalent in the enterprise employee assessment presented as lack of objectivity and inadequate efficiency in order to meet the needs of modern enterprise management.In this thesis, the developed performance appraisal system adopts DELPHI.DBEXPRESS, COM + and MIDAS (distributed) with SQL2005 as background database of staff performance management system. The system mainly consists of six modules: user login management, user information management, project information management, log adding management, log checking management, modifying password management. The function of the system includes user management, basic management of enterprises, basic assessment management, assessment assignment, performance evaluation report, system maintenance and so on. This thesis firstly discusses the basic function and the design method of DELPHI.DBEXPRESS, COM +, MIDAS and then introduces the process of developing performance system: system analysis, system design and system realization. In the system analysis the author has used the data flow diagram, system flow chart to analyze the data of the system. In the system design, each function module, the database tables and table field, menu design have been demonstrated. The implementation of the system has given the realization form of the corresponding function to control an event and the code, and the methods to achieve the menu. Finally, the summary of the thesis is given.
