With the development of modern information and scientific technology, information technology industry goes forward rapidly aiming at the high-speed development of global information. Scientific and technological information and technological talents are no longer a higher school or a regional resource, but as a broader and even global high-end resource. As higher schools seek to reduce costs, dictated by economic benefit, the scientific and technical information management is an effective way to expend management field, enhance competitiveness, and improve working efficiency and management level.This paper will briefly introduce and analyze the comedic and abroad scientific and technical information management system, and raise the purpose and significance of this project according to the practical research. The higher school scientific and technical information management system is made for prompting the internal scientific and technical informationization development of Heilongjiang University. It will finally improve the scientific and technical information control through a series of informationization management of its resource. The system function includes three functional modules: service prefecture management, system installation management and business prefecture management.For the scientific and technical information management system, the Myeclipse6.0 is a development tool of program application, Tomcat 5.0 as a system server, Java language as a programming language, Oracle 10g is the database, using JDBC to connect with the database, using Java web projects at this stage to achieve MVC framework - Struts framework. CVS, TD projects are process control tools. The whole process of this system development will be explained systematically in this paper, which includes requirements analysis, entirety design, logical framework, business process and data flow, the delineation of functional modules, the system features modular design and system testing.
