Recently, E-leaming has seen a shift towards reducing its dependence on location, through the use of mobile devices. Therefore many universities now implement their own wireless local area networks or WLANs. This enables staff and students access the network via their laptop computers from anywhere within the allocated areas on campus. A major part of this shift will embrace new technologies in handheld devices such as PDAs and Mobile Phones. The main problem with current handheld devices is the limited ability to display.China has a huge user base. Empirical studies suggest that the usage of mobile phones among Chinese students is very high. Therefore there is the necessity for Central China Normal University to utilize this great tool for its learning activities.We conducted a questionnaire based survey to assess the prospects on delivering such an M-learning system for the above user community. As the survey revealed that the infrastructure support is nearly substantial for a moderate level M-learning system, we also introduced a new design for a proposed system. Yet, the system should be delivered both as an E-learning system as well as an M-learning system. Also, it is suggested to support students gain low cost mobile devices, and to implement loan assistance for upgrading devices.The proposed system should be built for the mobile and wireless environment. It is implemented using J2ME, Java servlets, MySQL DBMS, and Apache Tomcat server. The system should be tested with the user community in future.
