Since the reform and opening up, China's economy has maintained a rapid development. By the end of 2010, The size of China's economy(GDP) had surpassed Japan, making China become the second largest economy in the world. As the leading industry of national economy,Power industry also obtained the considerable development. At present, the structure of power grid scale of our country become the first in the world, and power generating capacity ranks the second in the world.With the electric power system reform, in the period of supply shortage under planned economy, the safe and stable operation of power enterprises is the focus of management, and now, with the establishment of Chinese market economy, realize the safety, stability , economic operation and the maximizing interests of the shareholders and stakeholder is the pursuit of power generation enterprise. Power generation group not only compete in the scale, but also in the management innovation and economic operation .In such circumstances, the modern information-based power enterprise has competitive advantage.Power plant is a flow type production enterprise containing the dense talents, technology, capital and equipment. Capable personnel as well as efficient management is the characteristics of modern power generation enterprise. Based on good information, power enterprises are seeking a new management mode. That requires to design and apply a set of new management mode with equipment management as a basis and production management and business management as the central, in which enterprise production elements configuration must be optimized and the funds, materials, personnel, information should be in a best combined state to fully realize science decision-making, professional operation, fine management of the power plant and enhance the competitiveness of enterprises.The goal of power plant management information system is to serve long-term planning and the realization of management purpose by making full use of the production and management data , properly planning production and management process ,realizing the computer aided management and decision making . According to the status of the diagnostic study from the operation, operation mode, management processes and the implementation standardization in the electricity generation enterprise , this paper determines the design and development in management information system of power plants should contain equipment management, production management, sales management, and office management. These modules are mutually connected and inseparable ,which represent the main operation activities of the enterprise and determine enterprise's management level and core competition ability.Based on the design and Implementation of GD Power Datong Power Generation CO.,Ltd,the paper provides the background about the process of developing the power plant management information system and needs analysis of Each business process. It discusses the design of the secure ,practical ,and flexible B/S-C/S system architecture ,the use of service oriented ( SOA ) approach for system modeling, and it systematically makes the planning, analysis, design and development by using the idea of facing the object oriented ( OO ) .In the part of the implementation of the management information system, it introduces in detail the system deployment, quality control and test arrangement, and in the conclusion, it summarizes the overall implementation effect of project and makes the future prospects for setting up digital power plant", and digital power group in domestic power industry.
