The current reformation of merit pay in institutions is gradually developing in China, of which the institution of higher education as the important component is also simultaneously in progress. The system development aims at starting from specific situation of college and seeking assessment system for all personnel that adapts to internal requirement of it.The system development of all personnel assessment in college adopts Microsoft Enterprise Library and control technology of intelligent system updating by analyzing problems existing in staff assessment and combining cultivation way of college and work characteristics of staff to confirm technology selection and the main function module. System platform adopts Microsoft .Net and C#language to do development, achieving 3-tire framework model and butt-joint for SQL SERVER, it is favorable to timely change data base. It uses C/S structure to carry out development and realizes automatic updating of version through the third party control technology, it also gives solutions for core business in the process of development, business analysis such as post rank, setting of post obligation, input of assessment data, evaluation of employment term, department review, annual printing output and so on.It adopts the mainstream software design model and programming technology, the system function can effectively solve the problem of teacher assessment universally exists in current colleges and realize transformation from manpower assessment to information measure, at the same time it also solves quantification assessment of personnel of different classes(including teachers, instructors and workers) in colleges and uses assessment method of qualitative and quantification considering balance between teaching and teaching research, finally it mobilizes initiative of all teaching staff in colleges through just, objective quantification assessment and effectively promotes college development.
