Along with the process of information increasing, the world today has become more and more like the" earth village" described by Mcluhan. The relationship between country and country is increasingly close, but at the same time, between stranger, misunderstanding and even hostile is still exist, therefore requires continuous understanding and communication. Compared to the domestic affairs, understanding of the international affairs must rely more on mass communication. The international news report largely determines the way how the domestic audiences imagine the world. Therefore, studying the media coverage and content in different countries can help us have a better understanding of different countries in an international news public opinion formation.This thesis is based on the frame theory. It takes the report on Libya War in March 19, 2011 by" People's Daily"," JieFang Daily" in China and "The Times" in UK as an example. Through content analysis method,it discussed the differences of the international issues frames that used by Chinese an British Media and advances some suggestion that is useful for Chinese international news report.
