In recent years, China's road construction has developed rapidly and transportation ability has continued to improve. But for a long time, the information level of our country's road management is low. The lack of effective road traffic information collection system, regional road information resources sharing platform, unified management mechanism and technology have limited the ability of road management departments to manage road infrastructure and transportation facilities. Especially the fast and effective mechanism and method to emergency response has lacked.In Tianjin, road inspection is an important part of road management, but it has still mainly used manual reporting and processing mechanism. With the increasing demand of road traffic, road inspection has become increasingly onerous. The traditional manual method has made issue reporting, assignment, and processing are low efficiency and lagged At the same time, because of the lack of unified data resources sharing platform and global management view, there may be undetected issues, and statistical analysis of road information is difficult.Through the in-depth analysis to working process and information management demand, this article have designed and realized an accurate, timely, unity and efficient road inspection management system using GIS, GPS ,GPRS and other technologies. The system is based on Microsoft.net development platform, and utilized database, GIS, GPRS wireless data transmission, GPS space positioning, Silverlight dynamic display, embedded component, workflow and other information technologies comprehensively. Using these technologies, Tianjin global traffic information view is established, and road issues can bet reported, assigned and processed more quckliy. All these have he important means to improve the automation level and optimize road traffic.Focusing on the project of Tianjin road inspection management system construction, and based on the actual experiences of system design, development and maintenance which obtained from School of Software, Tianjin University, the core technology, demand analysis, general design, detailed design, realization and deployment of this system are introduced respectively in this article. And the design and realization of inspection terminal subsystem, the road information management subsystem and GIS monitoring subsystem are discussed in detail. At last the present status and the practical values of this system are introduced, and the improvement direction is prospected.
