Aiming to resolve the bottleneck in current management, the thesis analyzed the existing problem in Taxi Dispatch Center, designed and implemented the schedule and performance evaluation system.The work attendance management module constructed the dispatch arrangement model to enable the automatic arrangement by using matrix theory and referring the process of manual arrangement. The thesis designed the work authority of operators to control the overall process according to electronic schedule, in the meanwhile, made concrete design for each step. The article also designed a series of functions of application and approval for operators'attendance to improve the attendance management.During the process of the design, the database of management system in Taxi Dispatch Center is utilized as the middleware, shared the dispatch control system and call system database which was stand-alone, enabled automatic data maintenance by applying SQL server acting exercise. According to the management requirement, a range of evaluation criteria and formula are designed for calculation and query. The calculation is realized through the query on database and then released to the authorized users through web page.Performance evaluation module is divided into the evaluation for operator and 1st-line manager according to the difference among evaluation. And the evaluation for operator is further divided into the evaluation of service quality and performance salary. Performance salary measurement is designed base on the service quality and business actual.Currently the thesis achievement has been applied in one of the dispatch control centers. It is indicated that the system could effectively increase manager's work efficiency and improve operator's work process. And meanwhile it can individualize the evaluation items base on management request to provide a clear objective to employees. It is no doubt that due to the limitation of various factors, the system still need to be promoted in the respects of generality setting on attendance management and evaluation.
