Due to the unremitting efforts of Chinese software outsourcing enterprises, we have gradually established good reputation and credit among Japanese market, thus the Japanese put high-tech large-scale outsourcing project to China which means we should enhance competition ability to contract software project. Its method depends upon a mature software process management model, aiming to strengthen the software process management.In order to enhance to the software process management ability, a set of fairly perfect software development flow is formulated by practical methods on the basis of adopting the Capability Maturity Model Integration Level 3(CMMI3) and improvement management guidance and instruction of the software process. Firstly, start with the different process of software's life cycle through the combination between CMMI3 and Process Areas. Secondly, formulate an implement method of software outsourcing after modification, thus the improvement of assistant management can be perfected. Lastly, develop an effective and repeatable process to fundamentally improve the quality of software. Through the research of the software product life-cycle, software process improvement and the CMMI3 Process Areas, according to the CMMI3 Process Areas, integrated with the small and medium enterprises of Japanese outsourcing software, the author will tailor for an effective and practical operation procedure, therefore, to solve the problems came with the domestic small and medium enterprises: the ambiguity of software outsourcing development and project management process, lack of estimated risk, requirement change, quality assurance and so on.We propose a CMMI3-based management model of software outsourcing toward the fixed target of software outsourcing firms combining with IDEAL model and the methods used by TSP to run and ameliorate the outsourcing software, highlighting the Organizational Process Focus (OPF), the Organizational Process Definition (OPD) and the Organizational Training (OT) these three key process areas.Process management, technological management and personnel management are combined by this kind of model that the purpose of this subject is not only to help small and medium software outsourcing company solving the quality problems of software product itself, but also to supervise and direct the software process, thus avoiding detours in undertaking other similar projects in the future in an evidence-based way. Therefore, to a great extent, we could warrant the quality of project of the small and medium outsourcing software enterprises and improve the business competitive ability and the branding service consciousness.
