With the development of digital television, the Internet services provided in the television networks began to take shape. The combination of three networks (telecommunications networks, TV and computer networks) is the inevitable trend of network development. With the expanding of digital TV value-added services, video-on-demand television service will be the highlight of the traditional TV value-added services industry as compared with the Internet network television services. IPQAM equipment came into being in this environment, with the IP packet as the input and the analog QAM modulated signal as the output. It organically combines the computer network and TV together, so this development is the topic of the times.This thesis describes the research background and overall IPQAM design, using multi-frequency modulation scheme, first-line modulation system. The use of frequency division multiplexing approach enables multi-user share the frequency .In order to provide network management capabilities and improve bandwidth utilization management, the subject sets up web server in the embedded device, engages the proxy server of the Simple Network Management System and implement multiplexing of transport stream.Network management client configure and monitor on the proxy server via the web or simple network management system, thus to realize the command on network management and the feedback of device information. In order to improve bandwidth utilization, this system fulfills re-multiplexing of transport stream, part and all multiplexing of single-and multi-program transport stream, the automatic re-mapping of PID and detection of transport stream.Finally, problems encountered in the software development process of this system and the corresponding solutions are presented. In laboratory test and spot test, this system performs well in the picture effect and network management.
