The globalisation of information is playing an increasingly crucial role in the development of electronic government affairs. Each department of the Ministry of Civil Affairs establish its own office system on the basis of its specific requirements. However, due to the variety of technique frameworks, implementation meanings and so on,'information silos'is generated. Consequently, there come practical drawbacks of E-government affairs as well as adaptive shortcomings of served people, which restrict the development of E-government affairs. Digital office system in Tianjin ministry of civil affairs is applied in information processing, in terms of registration, assessment and management of the civil affairs in Tianjin. All the civil affairs data queries and statistical analysis are completed by collecting civil affairs data.Centralized computing is adopted by the system and the B/S development model make user process data simply by using Web browser. Transaction logic is concentrated on application server. Web application framework based on J2EE web tertiary structure provides middle layer integrated framework, meeting the practical need of high price quality, high stability and easily extended. Applying three policy frameworks of SSH, coding is finished according to the web tertiary structure, including Structs view, controller and model. Additionally, Spring and Hibernate process business logic and data access respectively. System modelling is accomplished by the meanings of UML, each stage of system development is demonstrated by graphic illustration, data flow diagram and E/R diagram.In this paper, the data communication and integration in civil affairs system is on the basis of Web Service system integration technique. The accomplishment of data sharing by comparing public redundant data and updating make each civil affairs system be able to keep the uniqueness of data. Any data about district population information and business records in civil affairs is loaded to integrated services subsystem, supporting decision making processing by the meanings of data queries and statistical analysis.
