With the development trend of increasing enrollment ,the number of students increased greatly in Technician institute. The information technology deepened conti-nuously in the areas of classroom, office, logistics, service area and other areas. The hardwares, network infrastructures, softwares and so on are increased rapidly in the school, and the distribution was scattered . The school staff and students are requiring higher efficiency for information technology. IT service management which advocates the standardized methods and processes provides us a little better idea for solving the problems that we often encounter in technicians Institute. ITIL(Information Tech-nology Infrastructure Library) is the best practice that have been proven about the process of IT service management, which can provide good theoretical basis and technical assurance to our jobs, and make it more standardized and orderly.Change management is one of eleven core processes in IT service management, which can ensure all changes of infrastructures are recorded correctly. These records can provide a guarantee to the effective operation of the IT service management.This makes great research about the ITIL knowledge, and provides methods to solve the demand problems based on the existing situation of IT change management issues. This research use .NET technology as a development platform, describing re-quirement analysis design and implementation of the change management process. First, the research introduces ITIL background, significance and current problems in change management, second, the research introduces the relevant principles and tech-niques were used. Thirdly, this thesis does the system requirement analysis. describing the system of related concepts,processes and functional requirements, a providing the key roles and responsibilities to the system requirements. Fourthly, this thesis de-scribes the principle of system design, and proposes to design main architecture of this system, and describes the module and security design of this system. Fifthly, this thesis describes the main modules of and the use of the system implementation, Fifth, make a conclusion of the research ,and provides a reasonable prospects of the course made a reasonable prospect to further improve of the development of change management, in order to provide better services for IT management in technician in-stitute.
