In recent years, new-type countryside is vigorously promoted and e-government is alsodeveloping rapidly, along with rural economic development. Till now, the gap of informationtechnology between urban and rural areas is narrowing. E-government makes human resourcedevelopment in rural areas possible. Although there is a large population in China, humanresources are inadequate in recent years and the situation of human resources is critical.Human resource issue has begun to restrict China's economic development. The reason is notour human resource base, contrary to China's huge rural population, but the number of humanresources development in China provides a broad development prospects. the reality isChina's economy. In China human resource development strategy and the structure of China'spopulation has a great relationship. As rapid economic development, traditional culture havebeen greatly impact on the moral and cultural traditions of their original collapse, but the firstof the new social and moral philosophy has not formed and most of the rural communities areshort-sighted, realistic, profit-driven, and least cultural quality. These are e-government forrural development and human resource development had hindered. But we should also see thepositive side, the rural population by level of education is increasingly dynamic, informationsystems are constantly improving. These are the e-government construction in rural areas andthe strong support of human resource development. Of course, we should be comprehensiveanalysis of all aspects of rural community e-government building and human resourcedevelopment are the main problems, such as institutional, cultural, economic and other factors.And then proposed solutions to targeted measures, such as improving the policy regime tochange the traditional concepts develop ideas in various ways to promote e-government andhuman resources development.In this paper, based on e-government and the basic principles of human resourcedevelopment, the analysis of agricultural development and rural economic development inthis paper shows e-government and rural human resources development situation and existingproblems and put forward the development of human resources in rural areas strategy topromote China's economic prosperity.
