In this century, the governments pay much attention to the construction of e-governments which develops rapidly. Recently, the construction of applied systems for e-governments enters into a new period when society resources are deeply developed and information is widely shared. But as the basic parts of applied systems for e-governments, the application of official automation systems brings some problems such as: difficult to use, difficult to develop, logy to offer the information because it is out of the daily jobs.Actually, a perfect function and good performance of the official service office network system platform is a core of e-governments. Through this platform, the official can complete the formal or common documents for receiving, processing, transmission, archiving, query, complete the necessary communication, coordination and cooperation of the work with a superior or subordinate colleagues, complete the development and viewing of work unit or individual programs, and even a variety of everyday administrative activities like conference room reservation, work logs filling and so on. It is able to perfectly combine system platform with administrative work. Through this platform, the superior can supervise and inspect the daily administrative work of subordinate in real-time, and understand the progress and completion of the work, moreover, make the arrangements and adjustments of new work at any time. Through this platform, each official who is the servant generating the information resources develop and generate information resource more easily. Information resources can be more smoothly through the review process posted on the Government Information Disclosure website or the Government website, in order to achieve high efficiency for the information disclosure. Through this platform, it can be achieved the coordination among various functional departments who do not meet each other, communication or consultation about the important issues in the system, jointly signed the documents to promote the work. The realization of these functions means that it can not only saving time, effort and promote the paperless office, but also reducing buckpassing and the man-made interference with normal work procedures, promoting changes of executive style.A large OA group of application model which is characterized by large-scale-focus of the deployment model becomes the new trend of e-government implementation. Because of the shortcomings of current e-government construction office network system, I designed a role-based official service office network system according to integration of application of official service office network system and the daily administrative work.The system applies for the technology of ASP.Net, B/S structure and SQL-Sever data base. It develop some government activities as important modules such as receiving and sending management, cooperation office, file management and work plan, etc. System landing uses the client browser to visit web server address. Operation interface depends on the IE browser. The user uses a unique user name and password of Government-wide system to login the client operation interface which displays the different entrances of many functional blocks after into the entrance, and runs in order to achieve a different job."Receiving management" section can be used to receive the formal official documents sent by the other units. The user processes differently with the authority to achieve the registration documents, reading, approval and other functions. We can filing by entering into the "File management" section to process the completed documents. "Sending management" part can be used to draft, circulate, sign official documents, and sent these to the relevant units. "Cooperative Office" section can be used to receive an informal official documents from the other users, sent an informal official documents to the other users, to achieve a general requests and responses, as well as the work of communication and consultation. According to the clue of time-limit all of the documents can remind the user in time in the process of handling All handled documents can be previewed in "handled" page. "Work plan" section can be used to draw up department work plans or personal work plan, the department or individual and the superiors can preview the work plan. The work plan is set with time- limit to remind users to timely complete the work plan. "File Management" section which is the filing of all the former official documents can be used to preserve all former official electronic documents of management with the records software of recent government files. Comparing with the traditional official working system, the office network system has the following three advantages:First, Keep consistence about the daily government and e-government activities. Every official can do his jobs through this system instead of doing extra e-jobs, which makes the daily jobs keep pace with the e-government jobs.Second, It's easy to generate the information resources. Without professional skill to generate the information resources through the system, every operator can do that. So the system can be shared if you want.Third, It is more controllable to generate, transact and fill the government information sources. Since each operator can generate the resource, who will have the responsibility to maintain and avoiding the information lost. In addition, the time limitation of the system makes sure that each piece of information can be finished within time.In this paper, I design a new office network system combined closely with administrative work of official servants which can meet the requirements about e-government building, based on the current office automation applications and sort out the daily administrative work of the official service.This paper is divided into four parts: I propose the research direction and content based on he analysis of status and expound system design techniques in Chapter 1; present the system design requirements, development model and structure of programs, and design the functional module and database in Chapter 2; develop systematically with the core of flow charts supplementing by the necessary design statement, and note through pictures presentation in Chapter 3; summarize the system design and implementation in Chapter 4. It gives the structural design and process design of Receiving management, Sending management, Cooperative office, File management, Work plan and other key functional modules, and the important system implementation of functional modules and key links in full-text. Although it doesn't expound the other ancillary modules, such as conference management, submitted-information management, and motion management in this paper, but these are indispensable parts of the official service office network system. Based on the nested existing mainstream office software, the system will be fully able to meet the needs of the official service and become an important assistant of the administrative work of the official service by adding calendar, calculator and other office software and audio-visual software,.By the trial in Changchun municipal functions, we believe that the system meets the needs of the official service routine administrative activities, and closely integrate with transfer documents, government affairs, archives management of the government departments etc. It is a practical and prospective new office automation systems to promote. I believe that this system will contribute to promotion of the Changchun Municipal Government E-government building.
