With the development of our society, people increasingly depend on electric power,in the same time, puting forward the more requests of electric power protecting, quality of electric power, efficiency of malfunction repair, time limit of operation transacting and power using transparency and so on. The clients serving system in electric power is one of the instrumentalities which shows the best serving of electric power supplying enterprise. This article analyses GIS, the application status of GIS in Chengde Power Supply Company and the serving of application requests of clients, through using high-techs, such as GIS,GPS and GSM/GPRS/SMS, combining MIS management data, totally studies the forming and constructing of actualizing technologies of GIS application platform in power supply company, it's an ultimate measure which upgrades the ability of voluntary serving to the clients, and form a vista of the future of application. It's resolves some questions hardly resolved in traditional ways and reinforces some abilities of competition in market serving.This system introduces the Service-Oriented Architecture, carrying out the integration of serving and the communion of data. On the basis of the study of using GIS on the serving to clients in Chengde Power Supply Company, it has accomplished the total system protect and relevant function modules of operations, achieved the functions of messages checking, the consultation and accepting of operations, reporting electric failures, serving accusations of clients, reminding of arrearage, visitation of clients and investigating the degree of satisfaction, supervising functions and so on. In order to strengthening the serving to clients, the system combines with GIS, extending a series of serving functions of electricity industry in wider space. These services contains reporting faults by telephone, complaints of services, diagnosing, confirming orientation and handling failures, automatic responses services, confirming orientation of cars by GPS, so it can improve the level of the best serving of electricity accommodation.This system offers academic proofs of the application of GIS to the serving to clients in Chengde Power Supply Company.
