With the development of IT industry, Enterprises are depending on IT systems more and more. Much more attention is paid on how to use web resources to reduce enterprises' cost. The technology Web Service, mainly focusing on sharing web resource, is developing fast, but in a stage of development, web technology was flawed. The goal of this paper is to make the use of Web Services more effectively. The dynamic combinatorial key technology research services which based on the Open Network Environment cross-organizational resource sharing and application integration needs of the background pays attention to many fields such as the integration of web service and work flow and the dynamic model portfolio services based on work flow. The works includes:1. Create workflow-based dynamic services integration model: This paper based on workflow technology and Web-based Integrated Service Technology, combining the advantages of both services based on the work of the dynamic flow model portfolio to meet the needs of enterprise automation integration.2. Model workflow based on Petri Net. Petri Net is used to express business process of an enterprise: This is the workflow. The activities in the workflow will be implemented by Web Services. In this way, web resources are shared. Enterprises can reduce their cost.3. Propose QoS-based service lookup algorithm: The right Web services will be found through QoS-based service lookup algorithm.4. Implement the workflow-based dynamic services integration model: The model has been used in an OA(Office Automation) system. In this system, we have validated the correctness of Web Service combination model and the QoS-based service lookup algorithm.
