In recent years, the quality problems of food occur frequently, and many countries raise the access threshold for imports food and agricultural products gradually in order to safeguard national interests and food safety. China is a major exporter of food and agricultural products, and the quality of food was agreat concern in the country exports. They gradually increased the intensity of inspection about our export food, so we need to improve the quality of exporting products. In the process of test we found some existing quality problems of food. The occurrence of the problem of food reflects the current management system of food inspection and quarantine has deficiencies and defects. For the comprehensive enhance the export of food quality management and adapt to the new situation of exporting food, we need to create a new modern regulatory system about exporting food quality and safety.This paper is the process of demand analysis and development about export food safety management system. In the developing process, this article first makes comprehensive use of PDA, GPS, GIS, network model database, and other advanced technology. We establish inspection and quarantine supervision, prosecution release, enterprise management, overseas customer queries four ports, and set the base management, traceability management, early warning management, statistical analysis altogether 24 management modules. And we achieve the whole process of quality and safety inspection about export food cultivation (farming), processing, testing, tracing, storage and transportation to the foreign and sales, and it solved problems about export food quality and safety management failed to resolve over the years, such as cannot effectively control the base, tracing product quality not in place, and lack of supervision, etc. It improves the effectiveness of supervision, real-time notification the residue monitoring and early warning situation, and there is sound statistical analysis to provide for leadership's decision-making.According to the needs of system users, this paper describes the process of system design and implementation from the actual needs of enterprise management. We use MVC hierarchy to design functional architecture and technical architecture, and we complete the design of database tables, and analysis and model the function models. Finally, this paper describes the implementation of the system function modules. In the implementation of the system, we build a new applications model of host computer and client browser/ web server/database server, and uses DAO and business agent pattern to improve the independence of data persistence layer, model layer and Web application layer making system maintenance and expansion easier. In the security terms, we use authentication and permissions to protect the network and system.The system is developed based on windows7, and the development platform we use Myeclipse, and in the development process we use JSP technologies, and the Struts framework as the development frame, and B/S multi-layer architecture. We use SQLServer2005 as the system database, which is easy to use and better integration with software.
