Over the years, most of the press units operate in accordance with the organization of government agencies, with the deep traces of the planned economy era retained in personnel management, so there is no pay system with its own characteristics for many years. At present, the theoretical study of the newspaper in pay is still the initial stage, the lack of newspaper staff remuneration system. This paper take the Youth Guide Newspaper Office as a sample to study the pay system of the press which is the public institution and organizations with the enterprise's management. The Youth Guide Newspaper Office salary management system with a typical set has the characteristics of most institutions.In this paper, the Youth Guide Newspaper Office is taken as the research object, in use of wage theory, motivation theory and other tools, start with the analysis of current developments of salary management and salary distribution system, aiming at the existing problems of pay system of the Youth Guide Newspaper Office through commence on in-depth investigation and data analysis so as to point out the problems and drawbacks. At the same time, to solve these problems, a set of new pay system design is brought up with appropriate implementation package to support the exertion. This paper uses survey research methods, through a comprehensive diagnosis of the existing problems of the pay system of the Youth Guide Newspaper Office, exerts in-depth analysis of the underlying causes of their problems, and applies combining method of quantitative analysis and qualitative analysis to provide supports for the implementation of the implementation package.This paper gives some related presentations about the Youth Guide Newspaper Office, including newspapers objectives, operations, structure and staff profiles, etc.; then it make a diagnostic analysis, which included the current salary level, salary structure in the Youth Guide Newspaper Office. Aiming at the problems of pay system, this paper designed a questionnaire survey, and the results have shown that there is poor satisfaction in both permanent staff and non-permanent staff on the current pay system; and about the welfare, permanent staff have higher satisfaction than the non-permanent staff, nevertheless, the incentive effect is not so obvious. Further investigation found that these problems were caused by the inadequacy of pay equity. employees are not very satisfied no matter on the self-equity or internal equity; the external equity is also not so satisfactory compared with the same industry personnel. In consequence, the Youth Guide Newspaper Office now has a low level of pay system equity, salary structure and salary incentive. According to the diagnosis,this paper suggests working analysis of the job status and job evaluation by salary elements point value method the Youth Guide Newspaper Office. Then based on the position, performance and other aspects, it makes out the specific salary structure and complete the performance appraisal system and welfare system. In order to improve the effects of new pay system, it is essential to establish effective safeguard measures.
