Design And Implementation Of Project Management Syste Of Beijing Telecom

In recent years, with the development and popularization of computer technology, Management Support System (MSS) has become an necessary component of the telecommunications operation management. MSS is positioned to provide all levels of managers with information technology support. MSS has a very wide scope.It eventually will serve as the enterprise's information portal, the supporting platform of informationization and management, the link of integrated information resources, the facility to provide supporting tools of management, technology, operation and maintenance to all level managers. In early 2003,China Telecom started the first Enterprise Resource Planning (ERP) project of China's telecommunications operators. Later this project was renamed to MSS, providing IT support management processes for the restructuring of China Telecom.Now it is a important tool and mean which helps China Telecom to improve management level and core competitiveness.In such a competitive environment, as a telecommunications operator branch newly established in June 2002 which provides the fixed network services, it was necessary for Beijing Telecom to accelerate the pace of network building, to make up for lack of network resources and the infrastructure. For the company, the urgent problems were strengthening the management of construction projects, and changing the original way of recording and transmitting the information manually.This thesis focuses on researching and analysising the original project management approaches of Beijing Telecom, making modelization, abstraction and logicalization for the existing project management processes through requirements analysis methods, looking into customer needs, and ultimately arriving at a new project management system logic model, and making instantiation and specification for a new logical model depending on this new model, thus forming a new project management model. This thesis describes the construction project management system.The goal is to achieve the full life-cycle management of the construction project, integrate and share the informations required for the project departments.This thesis is based on work summary of the author during working for Beijing Telecom. In the process of project development, the author as a project manager participate the development works, including pre-researching the demand, analyzing the demand, reviewing the information of the requirements specification, and assessing the requirements specification. According to the requirements specification after the assessment, the author made the profile design and detailed design work with the development team, and then took the test to ensure the safe operation of the system.The development and operation of this project management system broke the old project management model and promoted the Enterprises' Information Construction of Beijing Telecom, met the requirements of sharing information, realizing the visualization management of the whole process. It provided the effective way for Beijing Telecom to have a better development in the competitive market.
