With the development of ocean technology, greater demand of marine environment data in marine research area has been required. However, due to the variant research modes of ocean environment data and different data getting from different measurement instrument, ocean environment data could not been fully shared. Besides, the large quantity of ocean environment data reduced the efficiency of data loading and also increased the workload of workers, thus, it is necessary to build ocean environment data loading tool system to load researched data in order to make ocean research area to share standard and accurate ocean environment data.The development of ocean environment data loading tool system with the methods of software project has the following functions. Firstly it analyzes the requirements of the system, clarifies the functions that they system needs to be achieved as well as undergo the division of function modules. Secondly it realizes the whole design of the system and based on it, it designs the database. Finally, it realizes all the functions of the system. The system adopts B/S model by which users could upload the investigation data files. These data files could be converted to standard data and finally stored into database, which could not only make investigated data be uploaded in time but also provide standard data for future product data generation. System functional module could be divided into user management, log management, data category management, file management, data conversion module and so on. The data transformation module is the core design in which XML file worked as the middle transformation file after adopting the tree storage structure and supporting deep-level nested expression. The structure of XML files is much closer to realistic marine investigated data, which could not only improve the practical application of ocean investigated data description, but also better support marine environment data loading. Based on building file standard format, this paper achieves the conversion from a common file for storing text files about oceanographic survey to standard XML file conversion, and the XML file data to the database storage. The database of the system could be divided into system information database, marine environment database. The former is used for storing system information and the latter is used for storing marine environment data and original data.The application of marine environment data loading tool system not only improves the loading efficiency of marine environment investigated data, but also realizes the share of marine environment data. Practice shows that the loading instrument system is comparatively practical, and could provide convenience to data usage in the future.
