In recent years, Cloud computing has become a hot topic in computing paradigm. Cloud computing, which supports the model of "everything-as-a-service" (XaaS), is based on grid computing, virtualization, distributed and Web service as well as Service-Oriented Architectures (SOA). Enterprises currently employ Cloud services to improve the scalability of their services and to deal with bursts in resource demands. Virtualized physical resources, virtualized infrastructure, as well as virtualized middleware platforms and business applications are being provided and consumed as services in the Cloud. Cloud technologies as a stack of service types, Infrastructure as a Service (IaaS), Platform as a Service (PaaS), Software as a Service (SaaS) and Human as a Service (HaaS). Cloud computing services can be combined into more complex and versatile service and application compositions. Complex services environment puts forward a number of options. Meanwhile, it leads to a very huge challenge. For example, in order to service to the providers and users of Cloud computing, how to manage these services and guarantee the quality of service (QoS) of Cloud services, has become one of the difficulties for Cloud computing development in the future.Many companies and governments departments carry on explorations and practices to service management of IT and Cloud Computing. A new methodology of IT operations management based on these experience and result has come into being-IT service management(ITSM). ITSM is a effective management and high quality method, which help companies to plan, reserch, execute and operate. Meanwhile, in order to achieve management of Cloud services resources, first of all, we need collect information from bottom and deal with it, these aspects require service monitoring. Service monitoring besides filtrate, analysis and process, it should hava the alarm function. When abnormal information appear, it can be treated in time, and then improve the QoS.Therefore, this paper presents the power of Service-Oriented Architecture(SOA) and the concept of ITSM into management and monitoring on Cloud services resources, it can be effictive to manage the complex Cloud services resources. At the same time, SOA able to increase the flexible of management and solve the problem of scalability. Base on the research of management and monitoring on Cloud services resources, this paper proposes a hierarchical architecture model of Cloud services resources management and monitoring, which implement Cloud services resources management by virtualized bottom resource, service registration, service monitoring, streamlining of IT service management. In the key technologies of architecture model, this paper focus on the research of visualization management. Visualization management can make operator hold effective information of Cloud services resources and implement management transparency and visualization. Visualization management base upon monitoring, which have some advantages, such as need't plug-in, removability and thin client, thereby ensure the Qos of service.The architecture model achieves isolation between users and physical resources, facilitates the operation of manager and changes management from passive to active mode. Visualization web page is exhibited in foreground, on one hand, afford apparent effect to users, on the other hand, operators can find the problem and abnormity in time, then they can resolve or defend it. However, from actual conditions, the architecture model is so complex that a number of preparatory works need to be done, so it has a certain degree of difficulty.
