In recent years, corruption issues in the areas of construction field takes on a prone situation. In 2009, the Chinese government deployed special treatment to strengthen the construction field for two years, focusing on project approvals, contracting, construction and capital management in the use of various outstanding problems, which call for management of project funds used to further supervision, in the management process of strengthening construction, specifications and use procedures to ensure the safe and efficient use of funds. Modern technology of information enhances the monitoring of the use of funds management, securing funding, capital efficiency, and reduces capital costs, improving the efficiency of the monitoring.According to the Qianxinan statue of fund monitoring related to the national laws, regulations and policies, software engineering-related technologies, Qianxinan government investment financial project is designed for the analysis. Expositions has both domestic and abroad effect, from monitored and financial personnel, respectively on system demand line has analysis, and under system analysis, tightly around project funds using of each links and aspects, from project basic information management, and funds using plan, and funds allocated situation, and found problem of warning and processing, several aspects on system for has design. Combined current and monitoring the work of the Government information that are increasingly closely with modern science and technology trends, project monitoring system put into use, to identify and solve problems, so as to prevent corruption, ensuring safety management. Efficient use of project funds will play an important role.
