"Functional singularity" is a common issue across currently available governmental specialty financial funding project management systems, which are dedicated to support the development of enterprises, the sole purples is to process the application of the funding, unable to satisfy the need of a complete governmental control.To standardize the supervision of the specialized enterprise financial funding projects, project will have to fulfill the complete procedure management from application to completion assessment, allowing the enhancing of the application efficiency for the specialized funding. This thesis uses the candidate-based developing method and UML modeling tool, to analyze and design the enterprise supporting specialized financial project management system.This thesis will first introduce the research background on the enterprise development support funding management system, provides a brief description on problems needed to be resolved, illustrates the goals and the implications of this research, introduce the technical issues related to the development of the aforementioned system; this thesis reveals the ideals of the system design, detail requirements analysis was conducted on the system, including operational requirement, functional requirement, data requirement and non-performance requirement, providing the operational handling flowchart, using figures and diagrams and detail illustrations with samples. Within the system design, there is an overall design and a model design, this system will include items: project application management, project tracking management, project assessment management, project information, expert data management, and backstage management, there are five items on the sub-system list and sixteen items for the functional models. The design of data storage are supported with packaging diagrams, class diagrams, sequence diagrams and flow chart, describes the design in detail, conducts interface design, utilizes entity attribute graph, E-R diagram and data storage structure. This thesis will finally summarize the present research, describe the author’s responsibility, point-out the flaws of this thesis, and provide a prospective on future expectations.
