Nowadays, there are about 150 weather radars of new generation are running all over our country. This new built radar information network has provided new ways for weather forecasting services, and improves the accuracy of forecasting dramatically. As for Shanxi meteorological bureau, six new type weather radars are under operation. One of the outstanding properties of this new kind of weather radar lies in the fact that it is equipped with high performance hardware and has the ability of self-diagnosis. All kinds of warning messages generated by radar system during normal operation and calibration are first hand data and play an important role in judging the operation status of radar. For example, more 300 different kinds of warning message can be issued by radar; it covers the status of almost all key components. In order to make full use of the ability of the modern weather radar system to monitor the status of radar system and locate the right place of errors within limited time, this thesis is focused on the design and implementation of an information query and dispatching system, in which a database is used to store all the warning messages, a website is set up for information inquiry, and a short message dispatching system is adopted to send warning messages to anyone in duty as quickly as possible.The platform designed and implemented by thesis includes the following main components:a SQL SERVER based database for radar warming messages, an import software which can insert warning messages into the database automatically, a website for warning messages inquiry and a message dispatching sub-system which can send warning message to person in duty. All these components work together to help locate failures quickly so as to speed up the recovery of radar system from errors as soon as possible.The software developed by this thesis has been put into in Hanzhong since April 2011. A lot of efforts have been taken to improve the functions and fix potential bugs. Statistical results show that this system can support higher data transmitting speed and all warning messages are dispatched correctly without any error, which have shorten the response time and increased the working efficiency.
