Beijing district primary and secondary teachers training institutions are the units directly under district educational administrative departments, are the public institutions to obtain the government's full allocation, work for the district kindergarten, general elementary, middle, high school and vocational high school. Beijing district primary and secondary teachers training institutions play the vital role in enhancing the quality of regional education and teaching, strengthening the construction of kindergartens, primary and secondary teachers, developing the regional educational research and the students'moral and mental health research, promoting information technology with the education, and so on. The most of the faculty of the district primary and secondary teachers training institutions are from the kindergarten, general elementary, middle, high school and vocational high school.They are special, because the nature of their work and their workload are not the same as that of the teachers in the kindergarten, general elementary, middle, high school and vocational high school. It is particularly necessary and important to study the district primary and secondary teachers training institutions performance wage system reform for its specificity. In addition, the district primary and secondary teachers training institutions performance wage system reform is a new issue, it is neither ready-made experience for reference, nor a mature theory as a guide. So, the study has the double meaning of the theoretical and practical research.On the basis of the existing theoretical and empirical research literature, this study mainly focuses on the practice of the district primary and secondary teachers training institutions performance wage system reform. This study mainly uses the literature research methods, practice research methods and interview survey methods. First of all, the research summarized and analyzed the existing theoretical and empirical research literature of the university teachers performance wage system and compulsory education schools teachers performance wage system, and drew on the management and economic theories about the incentives, distribution and equity; Secondly, this study focuses on the making process and methods of "the performance wage system reform program of the Beijing district primary and secondary teachers training institutions" from the example of Shijingshan Branch of the Beijing Institute of Education, at the same time, surveyed the ideas, suggestions and expectations of staff about "the performance pay system reform program of Shijingshan Branch of the Beijing Institute of Education" through the interviews; finally, the study proposed a number of recommendations of the district primary and secondary teacher training institutions performance wage system reform.
