The Institutions offering teaching and scientific is the fundamental parts attributing to the well-being a University, which decide the essential capability and actual strength of the university and influence the effectiveness of its function as well as its general performance.The elements that can affect innovative traits of a student include personality, knowledge, creative thinking skill, ability of being innovate, personal background, social environment. University's teaching and scientific institutions promote natures of the talents.they train and arouse innovative talents cultivation. In the training phase, university's teaching and scientific institutions may emphasis on inculcating knowledge, training creative thinking skills and formulating creative cognition. In the arousal phase, university's teaching and scientific institutions would target at cultivating academic talents, and training their ability of exercising the knowledge, and helping them to being innovative in the practice situation.After experiencing a long-term reformation and exploration, University's teaching and scientific institutions have some achievements, but the organization mode and the power distribution in many university's teaching and scientific institutions still remain in unsatisfactory. University's teaching and scientific institutions should meet the following four directions. First, clarify the core values of university's teaching and scientific institutions. Second, the organization mode has to be reformed. Third, reinforce the management construction inside university's teaching and scientific institutions.
