Cost Analysis In The Infrastructure Construction And The Cost Control In Colleges And Universities

Higher Education in China since 1999, implementation of "enrollment", the nation's colleges and universities launched a large-scale infrastructure projects and the accompanying expansion of colleges and universities capital spending is growing, financial allocations and school self-financing has been difficult to meet the requirements of colleges and universities.At the same time capital expenditures are a large number of colleges and universities there is a "super-budget estimates, the budget super estimates, billing super-budget" of the three super-phenomenon, how to ensure the quality of the project under the premise of an effective savings in construction funds, so that the limited input to obtain maximum benefits, which is crucial to the sound development of colleges and universities, this paper that the good cost control, the most important task is the university infrastructure.In this paper, the current status of the studies on the construction cost control was analyses. The objective cost management theory and the life cycle theory were discussed. At the same time, with the method of the cost condition analysis, the detailed methods and solutions of the cost control in different project stages studied separately, which include decision-making, implementation, completion and check before acceptance. Last but not least, the practical application was studied by the case of the construction project of the liberal arts building in Ocean University of China, the experience of the cost control in the process of the universities' was concluded, and a practical procedure and strategies to control the infrastructure construction in different stages were proposed as well.The results and conclusions elicited from this study have vital significance of references and enlightenments for the whole process cost control over the infrastructure construction project of the universities.
