Children nowadays are more sufficiently swimming in the sea of media than any other bygone generations, TV, mobile phone, and network with features of instantaneity, interactivity, and novelty have become the favorites of children. But anything has to be viewed on two sides, while bringing us lots of advantages, media can also generate many negative influences. How would our children be influenced in the environment of new media? How should we educate them so that they could correctly cognize and use media? Can the social organizations and business agents make use of media resources properly and rightfully? Can the related governmental departments supervise and control the behaviors of media organizations effectively?In China, the education of pupil media-literacy is practically staying in a gap, media education should be a project in sore need of initiation here. Starting from the status quo of pupils'easily generated reliability on media, isolation from reality, and misidentification on the main culture, and through featured research on the media-literacy education in Britain, Canada, Japan, Taiwan and HK, this paper is to explore out a new strategy of pupil media-literacy education supported by governments, media promotion, family education and course settings as the key point. Meanwhile, through all round researches to the pupil media-literacy education, the author hopes to provide guidance in the practical process of implementing media-literacy education effectively during primary stage.
