With the rapid development of new urban areas in China,the allocation of compulsory education in new urban areas has received more and more attention.It is understood that although local authorities have made plans for the allocation of compulsory education resources and implemented them to a certain extent in the process of the development of new urban areas,there are still problems such as lack of degrees,large class sizes and gaps in funds.As the core stakeholders of the allocation of compulsory education resources in the context of the development of the new urban area,the research on the behavior of local governments will be of great significance in improving the allocation of compulsory education resources in the new urban area.This paper adopts a combination of theoretical research and case analysis methods,to study the government behavior of the allocation of compulsory education resources in the new urban area,and analyzes the intrinsic mechanism and normative strategies of the local government's behavior in the process.First,on the basis of reviewing domestic and foreign relevant literature,through the analysis of related concepts such as land finance,school district housing,and the capitalization of high-quality compulsory education resources,it has been found that land finance has become an important source of finance for l ocal governments to build new urban areas,and local government departments tend to Introduce high-quality schools into the new urban areas,and use the capitalization of high-quality compulsory education resources to increase land revenue.Secondly,through combing the process of allocation of compulsory educati on resources in the context of the development of new urban areas,and combining the stakeholder theory,public choice theory,and bureaucratic system theory,it has been found that in the deployment of compulsory education resources under the background o f development and construction of new urban areas,the main stakeholders are local governments,real estate developers and people,and further built an analysis model for the stakeholder profile of compulsory education resources under the background of the development of new urban areas.After that,this model is used to analyze the “school district housing” incident at Ji Hong Primary School in Har Xi New Areas,and identify the stakeholders involved in the three development stages of the incident,and found that there are some problems of local government,such as over-reliance on land finance,the pursuit of GDP-oriented achievements,and the pursuit of maximization of sectoral interests.Finally,corresponding optimization principles and specific strategies are proposed for local government behavior.
