Urban and rural compulsory education,which is a relatively important part of basic public services,is a guarantee that children in cities and rural areas who have reached the prescribed age should receive education on an equal basis.However,due to the constraints of the dual urban-rural economic structure and system,insufficient and unreasonable investment in education funds,inadequate teacher team building mechanisms and guarantee policies for teachers,and inadequate monitoring and evaluation mechanisms for urban and rural compulsory education,factors hindered Hunan Province The quality and balanced development of urban and rural compulsory education.At present,compulsory education in Hunan Province has basically achieved quantitative popularization,but how to achieve high-quality and balanced development in quality still needs further research.As the most basic link in education,compulsory education is the most important issue in education.The balanced development of compulsory education is conducive to promoting the development of a regional economy,narrowing the gap between the rich and the poor,enhancing the mobility between generations,and promoting the development of society in a fairer direction.This article specifically studies the quality and balanced development of urban and rural compulsory education in Hunan Province.By constructing an evaluation index system for the quality and balanced development of urban and rural compulsory education in Hunan Province,the overall comprehensive and time and regional span evaluation of the quality and balanced development of urban and rural compulsory education in Hunan Province are analyzed,and the obstacles to Hunan are explored.The reasons for the problems in the process of high-quality and balanced development of provincial and urban compulsory education.In order to promote the high-quality and balanced development of urban and rural compulsory education in Hunan Province,the realization path of high-quality and balanced development of urban and rural compulsory education in Hunan Province is proposed.which are of theoretical and practical significance to some exten,Make the research more systematic and convincing.The article data mainly comes from the relevant statistical yearbooks of Hunan Province and the whole country,and we invite five experts to score subjective data that are difficult to obtain.Firstly,AHP was used to comprehensively evaluate the status of the balanced and quality development of compulsory education in HunanProvince,and the three indicators of the number of full-time teachers,the average value of equipment per student,and the number of computers per student were selected to represent Time and space characteristics are evaluated.The results show that the highest degree of imbalance among the three indicators is the number of full-time teachers,indicating that during the balanced and quality development of urban and rural compulsory education in Hunan Province,the degree of distribution of full-time teachers is still relatively low compared to the other two indicators.In general,under the guidance of various policies proposed by the government,the balanced and quality development of urban and rural compulsory education is getting better year by year,but the gap between the development of rural and urban compulsory education cannot be ignored and the development of compulsory education in rural areas The issue of equilibrium also needs to be given high priority.Finally,in order to promote the urban and rural compulsory education in Hunan Province to a high-quality and balanced development,it is proposed to strive to eliminate the dual structure and system of urban and rural areas,adjust the policies for treating teachers in urban and rural areas,increase and optimize the investment of educational funds,and build an electronic network of educational resources Suggestions such as platforms and improving compulsory education supervision and evaluation mechanisms.
