| Civic awareness is the most important part of modern citizen's comprehensive quality, and the self-awareness of social members'social identity. In the progress of democratization advancement, only by cultivating social members', especially farmers'civic awareness, new village construction can have a solid ideological recognition and cultural basis, can get moving and achieve real success.Since the 21st century, to keep in pace with the rapid development of times, building new village has been proposed in the constructing harmony society, Shortening the gap between city and rural areas, solving the dualistic social structure problem and making farmers can enjoy the same social security with city residents. The improvement of farmers overall quality and living standards, together with the upgrade of farmers'principal position lay a good foundation for the form of equality, justice and harmonious society. Therefore, during the construction of new village, We need put people(farmers) in the central position, focus on the comprehensive development of people, embody farmers'principal position, boost the change and development of farmers thoughts, enhance their rights and obligations awareness and upgrade their civic awareness by cultivating principal awareness, social awareness and law consciousness. The main task of new village construction is to move forward to a more democratic society, which has a practical significance and profound effluence on the solving the "issues of agriculture, farmer and rural area" and harmony society construction.This paper analyses the current situation of civic awareness in Xi'an Yanta district and proposes measures on the solving paths of upgrading civic awareness, based on the relative civic awareness concepts and using document research, logic ratiocinative and inductive methodology, comparative analysis, questionnaire and interview method. This paper is consist of five parts:chapter one deals with the research background and significance, main contents and ideas, and methodology; chapter two discusses on the related concepts and theory foundation, focusing on the history of civic awareness theory in western countries and China, different definitions of civic awareness from various aspects, explains the meaning of villager self-government and the importance of civic awareness of farmers on the new village construction and build harmonious society; by establishing civic awareness appraisal index system, using questionnaire and interview,using field study and empirical analysis to summarize the investigation data about civic awareness in Yanta distict, the chapter three gives explanation to the current situation and existing problems in civic awareness development in the process of new village construction in Yanta district; effective solutions to upgrade villagers'civic awareness has been raised in chapter four, firstly, developing rural area economy is the material basis of civic awareness construction; secondly, education is the guide of civic awareness cultivation; thirdly, improving and perfecting law system and boosting villagers self-government; fourthly, strengthening moral construction and shaping modern moral system; fifthly, accelerating public service system construction and boosting the unified design between the city and the countryside; sixthly, speeding up the shift of government functions through cooperation and negotiation and improving farmers'civic awareness; finally, cultivating the whole mass media atmosphere and public opinion and making it a matter of public concern. Through further improvement of farmers'civic awareness, establishing democratic mechanism and forming civic society, democratization advancement in rural area can be accelerated, new village construction can develop smoothly, dual social structure can be removed, rural areas can enjoy a great-leap-forward development, our society can have a coordinated development of the economy and society and fundamentally gives impetus to the China modernization. |
