Deliberative democracy which is a kind of democratic theory, has risen in the western academic circles since the 90's of the 20th century. Chinese scholars introduced it to China, linked it with local political practice, and began examining the practice of democratic political development in China from the perspective of deliberative democracy. Researches on deliberative democracy of China, especially those in the backward rural areas of the west such as Sichuan province, have great significance in strengthening the Party's capability of governing in the rural areas, promoting the villagers'self-management and grassroots democracy, building the new socialist countryside , maintaining the normal order of the rural social, boosting the harmonious and rapid development of economics, politic, social science in the backward rural areas of the west such as Sichuan province, setting up a socialist harmonious society.Based on the researches on the Kaijiang county of Sichuan province which implemented the"seven-step"method of democratic procedure, some good experiences are summed up, many problems of carrying out the deliberative democracy in the rural areas of the west are proposed. Such as, the neglecting of the leading role of Party's organization, the substantial inequalities of participants in consultation democracy, the constraints of deliberative democracy from the family influence, the obstacles to the deliberative democracy which should be smoothly carried out of"Official Standard"thinking , the conflicts of"two committees"in the countryside.On the basis of summarizing the lessons in implementing the"seven-step"method of democracy procedure in Kaijiang County, the author gives some advice in how to construct the deliberative democracy in the rural areas of the west such as Sichuan province. First, correctly understand the deliberative democracy; Second, persistently uphold the central leadership role of Party's organization; Third, continuously strengthen the democracy construction of the Party; Fifth, gradually remove the negative impact of the family influence and enhance the capacity of participants'consultation; Sixth, exercise the ability of democratic consultation of villagers in practice, perfect the democratic running mechanism of"two committees"in the countryside; Seventh, expand the political participation channels for migrant workers; finally, establish and improve the procedure and the system of democracy, which is the indemnification of the deliberative democracy in rural grassroots.
