Study On The Collection And Management Of Social Support Expenditure

Social Support Expenditure, as an important approach of common family-planning policy carried out by our country, is a legal responsibility economically imposed on multi-birth families incompliant with the relevant laws. This represents an obligation of those responsible to pay certain compensation to social input. Social Support Expenditure was called "Fine of Multi-birth" and "Fine of Unplanned Birth". Sine the 1980s, all parts of the country have generally adopted this policy, which plays an important role in scientific utilization of social resource, consciousness improvement of family planning practice and regulation of the reproductive behavior, thus inhibiting the excessive growth of China's population, further stabilizing the low birth rate and maintaining the legitimate rights and interests of family planning families. With the economic and social development and the increasing improvement of people's income and consumption, and with the condition of media's rampant speculation in fertility policy, Social Support Expenditure attracts a major concern from government and society. What's more, the phenomenon of multi-birth of the rich and the privileged class is disclosing many flaws and unreasonable aspects of this policy during the practical implementation. Social Support Expenditure is suffering from the unprecedented challenges.The paper will give an in-depth analysis on this policy and its implementation process and an impersonally evaluation on its implementation impacts, with Social Support Expenditure, its evolution history, present situation, and problems as the research object, with the fundamentals of public policy and public management, with the methods of quantitative and qualitative, historical analysis, case, and comparison, and with the practice of social support expenditure charging, thus further revealing the phenomenon and essence of existing problems in the management of social support expenditure, setting up a feasible and effective plan in terms of the existing problems and requests of performing our official duties according to the law, and providing valuable experience and lessons to perfect the measures matched to the basic family planning policy. Mainly recommendations are as follows:plugging up the loopholes of illegal fertility treatment mechanism from the purpose of the establishment of social support expenditure and the sources of law; narrowing and depriving the birth privileges of the rich; improving the operational procedures of social support expenditure charging; strengthening the comprehensive management in population and birth planning and relevant decision-making system of all departments to avoid the embarrassment by a single way, content and form in the course of enforcement; establishing and improving a mechanism for social support expenditure and further strengthening the supervision of reproductive behavior and birth regulatory approval. With these recommendations, our country can achieve the aim of overall solving the problem of population and maintaining the low-birth level.
