Study On The Team Construction Of Village Family Planning Managers Under New Birth Policy

In the implementation of the basic national policy, the grassroots family planning workers have made important contributions from China's family planning program in the 1970s. The Third Plenary Session of the 18th Central Committee of the Communist Party of China decided to launch "selective two-child policy" in 2013.And the Fifth Plenary Session of the 18th Central Committee of the Communist Party of China decided to launch "two-child policy" in 2015. We should adhere to the basic state policy on family planning, because it will promote the population long-term balanced development. In the reform of family planning, the work mode and service contents of the basic family planning workers are changing.This study is based on village family planning administrator team construction situation and existing problems in Fuqing city. This study is using literature analysis, questionnaire investigation and statistical analysis, and combining public policy change, community construction and human resources management theory, to analyze the village family planning manager team construction in Fuqing city. It is also combining with the family planning service under the new policy content, to put forward the thinking and countermeasures of village family planning manager team construction systematically.The article mainly divides into six parts. The first part discusses the introduction.The second part is relevant concept definition and theoretical basis.The third part analysis the change of the village family planning manager team construction under the new birth new policy.The fourth part analysis the present situation of village family planning manager team construction in Fuqing city. The fifth part analysis the existing problems and reasons of village family planning team construction.The sixth part puts forward the village family planning manager team construction countermeasures. Finally, the seventh part is discussed conclusion.In the new population situation, "two children" policy has a larger impact on village family planning manager team.We should continue to strengthen the family planning management and service work, and strengthen the construction of village family planning team; we should build a reasonable structure, excellent quality, powerful security team of family planning work, and improve the level of basic family planning public service ability;we should strengthen reproductive health, maternity and child care, social security and so on the supply of public services, and speed up changing the concept of family planning work and the train of thought in new period. These measures are important to ensure the implementation of family planning policies at the local level. It's also important to promote the reform of family planning service management.
