A Study On The Current Situation And Countermeasures Of Family Planning Work In Baiyun District, Guangzhou

Family Planning Policy is a basic state policy in China; it has made a great contribution to economy, social development and the sustainable development of human society under the circumstance of so limited natural resources. 30 years after its first implementation, Family Planning Policy is now facing with the trend of diversified management. Risks might be that the low birth rate will rebound. Management of family planning work is becoming more and more complicated; the manner of total reliance on population control is by no means compatible with current situation. A lot of facts have contributed to the intricate circumstances, namely, traditional production concept, imperfect management mechanism, insufficient publicizing and deficient pension system, etc.Along with the continuous economic development, the population situation in China has also changed a lot. In order to implement the Family Planning policy, National Population and Family Planning Commission of China and Family Planning Units of all levels periodically or randomly conducted evaluations on the lower level. At present, the assessment index is becoming more and more detailed and scientific, which places a much higher requirement on Family Planning work. Under this kind of situation, National Population and Family Planning Commission of China did a timely adjustment to the population policy. However, facing with those new requirements, Family Planning Units of primary level cannot meet the demands in the new circumstances in terms of implementation of Family Planning Policy, the methods they used to carry out the policy, the quality of its personnel and management mechanism construction etc.Up to now, most of the documentary studies on Family Planning Policy are carried out solely based on policy implementation or just one aspect of family planning work, while journals are simply analysis of the task in one single period. Discussions are rare talking about how to execute this policy at primary level in the new working environment. Based on the advance of coordinating urban and rural development and urban-rural integration, the thesis made a systematic study of family planning work on town-level administrative division of Baiyun District, Guangzhou, with a reference to researches of valid fields. The thesis is comprised of four parts: The first part is the general introduction. The second part has a discussion of the significance and necessity of the family planning work at town-level administrative division. The third part talks about the current situation of family planning work at town level and does an analysis of the factors that affecting work efficiency. The fourth part provides a countermeasures research on how to improving the family planning work at town-level administrative division of Baiyun District.This thesis, through the analysis of current status of family planning policy and research on the factors that might interfere with work efficiency at town-level administrative division in Baiyun district, Guangzhou, aims to provide a reference to better the management ability of family planning policy at urban-rural integration area.
