Republic of Sudan is short for Sudan, which is the largest country in Africa. And in 1990s, as the Sudan's political situation and economic development has made a great progress, the government began to accelerate the reform of higher education, which includes expanding the scale of higher education, reforming the teaching language, develop private higher education,etc. These measures have largely contributed to the development of higher education. However, with the rapid development of the Sudanese higher education, there are also many problems. For example, the teaching quality is declining and a large number of graduates cannot find the proper jobs after the graduation and there are still many difficulties in the process of reforming of the teaching language in university. These factors have a great effect on the development of Sudanese higher education.This dissertation consists of six parts. The first part is introduction, which briefly introduces the studies on the Sudanese higher education by the scholars at home and aboard. The second part is the brief review of Sudanese higher education before the 1990's reform. The third part mainly analyses the background of the Sudanese higher education reform. It includes the internal causes and external causes that promote the Sudanese higher education development. By analyzing the background, we can clearly understand the inevitability of higher education reform. The fourth part is measures which the Sudanese government has taken to reform the higher education. This is the key part which studies the Sudanese higher education from the aspect of the law, university expansion and teaching language reformed. The fifth part analyses the achievements and experiences of Sudanese higher education since 1990's, which the study on the public higher education, private higher education, technology education and women's higher education. The sixth part summarizes the main problems in the process of the education reform including the problems caused by expansion of higher education, problems caused by excessive state intervention, problems of the teaching language in the reform, the imperfections of teaching and the problems on the curriculum's structure, the imperfections of private higher education, and problems in women's higher education. And the dissertation also analyses the cause of the problems.Through the study on the reform and development of the Sudan's higher education in the last 20 years, the dissertation wants the achievements, experience and problems to be known clearly and maybe the study can be helpful to China's higher education development.
