Education is the foundation of a country. As knowledge and creativity grow rapidly nowadays, ensuring people’s rights to education is the premise for them to participate in normal lives and meet their basic needs. Many countries and regions in the world are affected by the violence, war, armed conflicts, and factors such as natural disasters. They cannot do normal teaching activities. Because of this, education emergency response and reconstruction has become an important part of global education, attracts more and more extensive attention of the international community.South Sudan is one of the most challenging countries in the world, In2005, the northern and southern Sudan stopped the civil war and signed the Comprehensive Peace Agreement.13years’civil war made the whole country lack of infrastructure, people’s living standard was rather low, health conditions were totally bad. South Sudan became one of the poorest countries in the world. South Sudan’s population was about8million, but only2%of the population had accepted primary education, the illiteracy rate was as high as85%. The difficulty of the reconstruction and development of South Sudan’s primary education is considerable. To restore and develop South Sudan, the first step is to improve the status of education; to rebuild South Sudan’s education system, developing the basic and weak primary education is imperative.This study discusses primary education system and school construction strategies, contents, specific cases in South Sudan. It also discusses the preliminary results of primary education reconstruction and the challenges it faces, in order to make some contributions to the Education for All Progress. China is one of the few countries which are affected by the worst natural disaster. Almost all kinds of disasters have happened in China, and make huge losses frequently. Therefore, to introduce the reconstruction, recovery and development of the elementary education in south Sudan, summarize the experience, can enrich the research on post-disaster recovery of school in our country, The paper consists of five parts:Firstly, the introduction part puts forward the reason and significance of this topic, defines the core concepts of the research, combines and analyzes the related literature, clarifies the structure, idea and method of this study.The first body part introduces the background of primary education reconstruction in South Sudan, briefly discusses the development of EFA in the world within the scope of the promoting function of education reconstruction in south Sudan;the comprehensive primary education system was destroyed by the civil war, and international aid from organizations. It discussed the reconstruction background in South Sudan from domestic and foreign aspects.The second body part discusses the main content of the reconstruction of primary education in South Sudan, including the establishment of the education law and policy, construction of infrastructure and learning spaces, the school system and curriculum, teacher training and education management information system.The third body part separately explains the specific cases of primary education reconstruction in South Sudan, such as "Alternative Education System,""Go to School" Campaign, educational assistance from "Save the Children", and the education to displaced children.The fourth body part is the assessment of the reconstruction of primary education in South Sudan based on South Sudan Minimum Standards for Education in Emergencies. This criteria includes five aspects:community involvement and coordination, access to education and learning environment, teaching and learning, teachers and other educational personnel and management, development and implementation of education law and policy.The fifth body part talks about the initial success, challenges and prospects of primary education reconstruction in South Sudan. It is based on the above analysis. On the one hand, it summarizes the preliminary achievements of reconstruction of the elementary education in south Sudan. Thirdly, it points out its predicament and challenge for development, and puts forward the outlook and prospect of primary education in south Sudan, such as General Education Strategic Plan,2012-2017.
