The reforming of the competition regulations of Chinese University Basketball Association (CUBA) is ongoing, and the level of the association is developing rapidly. The extent of competition and confrontation is getting more intense, and the requirements toward CUBA referees are rising. The proficiency of the referees is one of the crucial elements that influence the development of CUBA. The following elements will contribute to the improvement of CUBA referee, and as a result, enhance the entire standard of the CUBA. It includes the development of researches on referee management, the establishment of a referee management system, and the improvement towards CUBA referee in terms of selection, evaluation, training, and supervision.This research methods applied in this thesis are document-data method, survey, mathematical statistics, and logical reasoning method.The research shows that CBUA has already achieved the first management objective, which is "need to focus on the university students and young higher education researchers. To establish a group of referees who have high ideological quality, high cultural quality, and high professional skills. Therefore, improve the knowledge structure and occupational structure of Chinese basketball referees. As a result, prepare referees to promote all levels of basketball competition and avariety of activities at basic society level. However, during the development, it did not take the organizational goals down to every level. In other words, it is lack of personal objectives.From the perspective of organization system, the referee management of CUBA is simple, centralized "linear system" structure. It is managed by the Competition Supervisory Commission. Due to the growth. of the games and proficiency, the requirements toward the quality and quantity of referees are rising too. In the long term, the existing "linear system structure" will not meet the growing needs. The reform of CUBA referee management may refer to the Chinese Basketball Association Referee Committee, in order to create a management system with their own features, and eventually realise the flow of personnel, logistics, information dissemination for the overall deployment and efficient operation.After 12 years of development, CUBA established a self-operating, young, highly educated and highly qualified referee team, and successfully completed a number of games. At the same time, it expanded its social impact. However, it still has some problems such as monitoring, evaluation and rewarding. The elements involving within the management system are related, and the interaction amongst the various elements will affect the outcomes. Therefore, much consideration needs to be focused on the different elements within the management system. Ensuring different parts of the management system to develop comprehensively and coordinately is essential. It will play an important role in promoting CUBA referee management.This article concludes the suggestion that CUBA can consider about employing relevant experts to set up research groups. The researches should focus on referee management approaches, and therefore, formulate "Chinese University Basketball Association Referee Management Approaches". It ensures that CUBA referee management has regulations to follow.The referee management objectives should be reviewed, and the organization systems should be adjusted whilst the development of CUBA. Therefore, it assists the tasks including the implementation of management, training, dispatching, monitoring, and evaluation. It also helps bring out the referees' potential in order to serve CUBA to a higher standard.
