On The Incentive Mechanism Of JiLin Province Technology Talents Independent Innovation In Universities

The 21st century is an era which are based on the knowledge of intelligence and the ability of innovation.With the continuous development of economic globalization and knowledge, the university is no longer the general teaching and research unit, and it has not only become the national innovation system and the mainstay of rejuvenating the country through science and education but also a base to cultivate talents, innovation and scientific research. However, the survey which is about the technological talents in universities of Jilin province, has found that the achievements and level of independent innovation is not optimistic, which is caused by the reason that the incentive mechanism establishment of university doesn't run effectively and sufficiently. Main problems about incentive mechanism about sci-tech talents in universities of Jilin province include:the lack of salary incentive, the weak democratic management atmosphere, emotion motivation is not perfect and the incentive strength is not strong.Based on the analysis of the current situation of incentive in universities of Jilin province and the experience abroad, I put forward a basic theory of the framework about the construction of the incentive mechanism of independent innovation about sci-tech talents in universities of Jilin province, namely, the reasonable material incentive mechanism, effective spiritual incentive mechanism, the appropriate business incentive mechanism, standardized system incentive mechanism, creating teachers'democratic participation and fair competition system environment. Through improving the university sci-tech talents independent innovation ability, enhancing technological strength, we can provide a powerful technical support for the sound and rapid development of economy.
