Researches On Individual Rate Of Return To Education Of Kunming Secondary Vocational Education

Secondary vocational education is mainly cultivating technical talent for the society. At present, the economic development of our country is faced with industrial upgrading and transformations, so the demand for technical talent is particularly urgent.Therefore, the central and local government departments put the development of secondary vocational education on the important role and concentrate on development and expansion of secondary vocational education. Estimated individual rate of return to secondary vocational education can make government departments, education department, family and individual to known whether profitable in secondary education investment from economics of input and output.By the empirical analysis, this article finds that individual rate of return to secondary vocational education. The specific method used to cost-benefit that includes personal costs and personal income. Individual direct costs are got by the survey way. And the personal income from a part of the job (jobs) guidance wage levels for the labor market of Kunming's business. This wage levels are referenced for income of graduate students. The process of calculating need to identify three elements:revenue base, wage growth and income coefficient. Though calculation, the article finds that individual rate of return to Kunming secondary vocational education about normal level is 25.53%.Compared to the domestic secondary vocational education, higher vocational education and higher education, the individual rate of return to Kunming secondary vocational education in a non-low level, which can show the family and individual are profitable in vocational education investment. However, we know there also have some problems form the comparative analysis of vocational education, such as high cost of personal education, poor adaptability of profession, unreasonable of professional setting, poor quality and the number is declining of students. These problems directly affect individual rate of return to education to further improve.To the development of vocational education, the student market is very import that families and individuals choose to invest in vocational education. So, in economic investment point of view, only by improving education benefit, witch high personal income rate for the individual to allow people to invest in vocational education. Improving individual education benefit must be to reduce costs and increase the personal income. Firstly, Government departments should take various policies to make people have a new awareness and position about secondary vocational education. Besides through financial tilt, tax relief and other policies to reduce the education cost. Secondly, the school should be decrease running costs through various measures so that reduce the tuition burden on student. Finally, government departments, schools, community must work together for the secondary vocational students to enhance income and raise the level of individual education return by creating more jobs to develop practical talents and improving the level of labor market.
