The individual rate of return to education is regarded highly by all the countries in the world, because it is a very important indicator of formulating and working out policies, such as judging education, employment. In china the research on the individual rate of return to education is comparatively few to the students of higher vocational education, so this article try to research the students of higher vocational education in ChangSha, attempt to explain the problem of the resource of students,employment of graduates and "the short of Skilled workers".By the cost-benefit analysis, this article finds that the individual rate of return to education about normal level graduates and higher level graduates of higher vocational education are 19.5% and 31.6%. The two rates is on the higher level by comparing with the result of the domestic and foreign's research. So, the personal investment on higher vocational college is rational. Because the individual rate of return to education of the higher level graduates is higher than the normal level graduates, so higher level graduates are easier to find a job, the normal level graduates are harder to find a job. This proved that the normal level graduates' harder employment and the problem of "the short of skilled workers". But, these are some complex factors influence the employment of the higher vocational college. So, we need other targets to explain the problem. I use the investigation magazine to find the factors of influencing the employment of the higher vocational college. And I use the factor analyzsis to find society, college, and personal are affect the recruitment and the employment of the higher vocational college. At last I put forward some suggestion for the higher vocational education.
